From Research to Policy: Emotions and Policy Making in Practice

Invitation to participate in an online policy workshop by the Horizon Europe funded projects MORES, PLEDGE and PROTEMO

What the workshop is about
Emotions of the public, of relevant stakeholders and of policy makers certainly influence the policy making process. Emotions affect, among others, policy learning, the understanding of policy problems, the formation of policy coalitions as well as the support for policy proposals. In other words, emotions play a role in the entirety of the policy process from agenda setting and policy formulation to the implementation of policies. Therefore, understanding the emotional dynamics of the policy process is important from both an academic and a practical perspective.

In early 2024, three research projects funded by the European Union’s Horizon Programme – MORES, PLEDGE and PROTEMO – have started to investigate the role of emotions in politics and policy making. At the middle of the projects’ lifetimes, we want to reach out to practitioners to discuss first fresh results that just came out of our respective research. The workshop brings together policy-makers and stakeholders across Europe to exchange with us and colleagues so that we can learn from each other. The workshop’s main aim is to share insights from our academic perspective, learn from your comments and discuss ways forward.

What we will present to you
MORES will present findings of a big data analysis on the emotional content of policy discourses in different European countries and factors behind it. We will also introduce the first results on the effect of different emotional framing of policy narratives on attitudes of policy support.

PLEDGE will present fresh insights from our democratic design workshops about the emotional needs of citizens, how emotions affect democratic processes, and how democratic design can be developed to take citizens' emotions into account more effectively.

PROTEMO investigates the emotional dynamics related to policies that are communicated as providing protection to citizens. We start from the observation that the emotional need for a safe and secure environment has become a crucial characteristic of these times and that political parties as well as governments adapt their strategies, communication as well as policy proposals to this environment. In the workshop we will report results from an 11-country survey fielded in Spring 2025 and discuss the implications of these results with the group.
